The + combination will activate those settings ('P' for 'Project'). If a Windows 10 PC has multiple monitors (I presume you're running Win10?), or used to have multiple monitors even if it doesn't currently, then ill-timed keystrokes and other phenomena can cause those settings to change. Usually whenever I see a blank screen with a visible, working mouse cursor, it involves graphics settings.
